The following picture speaks scores about the reasons for settlement of the road. First, the compaction of material below is not adequate. Perhaps it was settled dry (it should have been wet) or the content of clay was higher. Also, the aggregate is round in nature. Flaky aggregate has higher strength than round and has better binding qualities.
